Communication is the connective tissue of the Core Competency Matrix. It links Leadership and Teamwork to every other competency. Without it, Situational Awareness cannot be shared, workload cannot be distributed, and decisions cannot be executed. It is both a technical skill and a cultural discipline.
ICAO defines this competency through eight observable behaviours covering everything from the clarity and accuracy of individual transmissions through to the ability to listen actively, demonstrate cultural awareness, and adapt communication style to the situation.
The pilots who are genuinely proficient communicators are not just clear on the radio. They understand timing, context, and the relationship between communication and workload. They say the right thing, to the right person, at the right time.
